The Learning Series: Chapter 3: Speaking the Language of Behavior
Social Norms and Corruption
By Cheyanne Scharbatke-Church and Diana Chigas
“Identifying behaviors, whether corrupt acts or actions required to implement anti-corruption, is the cornerstone of good corruption analysis, program design, implementation, and monitoring and evaluation.”
Chapter 3 explores how to move beyond broad concepts like corruption and integrity to identify the specific behaviors that sustain corrupt practices or enable accountability. It highlights the importance of understanding who performs these behaviors, what drives them, and how social norms, conventions, and even inaction can influence outcomes. By building fluency in the language of behavior, practitioners can design more targeted, effective, and measurable anti-corruption interventions.
